Punggol Residences launched in July 2009 with 769 HDB flats. The BTO chronology lists 30 July 2009, while contemporary coverage describes applications opening on Thursday and closing on 12 August.
The launch comprised 615 four-room flats and 154 five-room flats. This history concerns the HDB estate called Punggol Residences, not every residential development in Punggol or a similarly named company.
The 2009 sales exercise is distinct from construction completion, lease commencement and key collection. Keeping those dates separate makes the estate’s early story clearer.

The Housing Map BTO list records the dated launch. A 31 July 2009 contemporary account gives the flat mix and application window.
That account describes supplied finishes including timber-strip bedroom flooring and ceramic tiles in living and dining areas. These were launch descriptions, not an inspection of the estate today.
A November 2009 PropNex account independently refers back to Punggol Residences as a July release, placing it before Punggol Spectra’s August launch.
The sequence shows that new housing entered the market through successive project launches, not one single opening of “new Punggol”. Each estate had its own offering and application period.
The useful historical distinction is between a project being available to applicants and a project becoming an occupied neighbourhood. A brochure can explain the former without proving the latter.
The 615 and 154 unit figures add to the stated 769 homes, providing a straightforward check on the launch account.
For a neighbourhood timeline, retain the HDB estate name and July 2009 sales milestone together. Later construction and occupation claims should be attached only when their own records establish them.
