Noise after 7pm on a weekday is not automatically prohibited construction work. NEA says weekday evening work can be permitted, subject to stricter noise limits. Its no-work rules also include specified weekend and public-holiday periods for relevant sites, with permits for selected quieter or safety-critical work.
A useful Punggol noise report describes the incident without claiming you have already proved a legal breach. Give NEA enough detail to identify the site and time period. A phone recording or consumer noise app can illustrate your experience but should not be presented as an official compliance measurement.

Describe the nearest road, project signage or identifiable worksite from a safe public location. If you are uncertain where the sound came from, say so.
Do not enter a construction site to investigate. Separate site machinery from household renovation, neighbourhood activity or another source so the enquiry can be directed appropriately.
Keep a short incident log
Note start and end times, whether the sound was continuous or intermittent, and the room or location from which you heard it. Record recurring incidents consistently.
For example, “repeated impact sounds between these times, heard inside this block” is more useful than an unsupported claim that every activity at the site is illegal.
