History of Punggol | The Waterway Construction Contracts of 2009

Three learners review open books together at a classroom table, with stacks of textbooks, stationery and a whiteboard in the bright room.

Punggol Waterway’s construction history includes two HDB contracts announced by Koh Brothers in 2009: S$144.6 million for Part One and S$58.9 million for Part Two. Together, the company reported S$203.5 million in awarded contracts.

The first announcement, dated 28 January 2009, described a 2.4-kilometre waterway section and associated engineering works. The second, dated 31 August 2009, recorded the additional Part Two contract. These announcements show how the waterfront plan moved into construction.

The contract values are recorded awards for these works, rather than a verified final bill for every part of Punggol’s waterfront redevelopment. This construction timeline also separates the contractor’s original programme forecasts from actual completion and opening dates.

CHAPTER 1 OF 3

1. Part One: channel, promenades and soil works

Back to contents

Koh Brothers’ January 2009 original news release described an average channel depth of about four metres, widths ranging from 10 to 85 metres, a connection to Sungei Punggol and a ten-metre promenade on each bank.

The company highlighted drainage expertise and soil-improvement methods, including diaphragm walls, jet grouting and deep soil mixing. In the latter, cement was mixed with soil to strengthen and stabilise the banks.

Those details reveal work beneath the finished landscape. The promenades were included in the construction description, alongside the channel itself.

The release forecast a February 2009 start and completion in the fourth quarter of 2010. That is a contemporary forecast, not evidence that the work actually finished on that schedule.

2. Part Two and the August announcement

Back to contents

The body of the 31 August 2009 release states a S$58.9 million Part Two award and a combined S$203.5 million total with Part One. Its webpage contains inconsistent headline figures; the release’s explicit Part Two statement and matching arithmetic provide the figures used here.

It forecast work beginning in September 2009, completion by the end of 2010 and ancillary works by the fourth quarter of 2011. These planned stages should be retained as forecasts.

The two contract amounts answer a specific question about awarded construction work. They cannot, by themselves, establish the cost of surrounding homes, all parks, later maintenance or the entire town’s redevelopment.

3. Seeing engineering in the finished waterfront

Back to contents

Historical interpretation: A photograph of a completed promenade shows a public place. The construction record adds another layer: excavation, bank stability, drainage and the planned relationship between the water channel and pedestrian space.

For a student timeline, keep contract announcement, anticipated work programme and public opening in separate columns. This makes it possible to explain how an infrastructure project unfolds without treating every published date as a completion date.
