Punggol service and conservancy charges, or S&CC, depend on the property category and whether the normal or reduced rate applies. The town council’s current page labels its residential rates as effective from 1 July 2024; check your actual account rather than choosing a figure by flat size alone.
For example, its standard 4-room row lists $69.40 at the reduced rate and $89.50 at the normal rate, while the 4-room D&B/DBSS category has a separate row. Household eligibility matters, so an amount paid by a neighbour is not enough to establish your own charge.
The council says residential S&CC is payable on the first of each month without an invoice being sent, with payment within that month avoiding the late-payment penalty. For account or payment-status enquiries, it lists 6590 9520. Confirm the balance and account reference before making a payment.

Identify the correct rate category
Start with your household’s actual property classification and the rate shown on its account. Ask the council to explain the category if it differs from what you expected.
Do not apply another household’s reduced-rate status to your own. If ownership, occupancy or other relevant circumstances have changed, ask what information the council needs to assess the account rather than guessing the new rate.

A published monthly rate does not necessarily equal the amount currently payable. Previous payments, applicable credits, rebates or other account entries can affect a balance.
Ask for a statement or explanation of the relevant period if the number is unclear. Separate “what is my monthly rate?” from “what remains unpaid?” so that the response answers the correct question.

The official page lists counter payment, GIRO, recurring credit-card arrangements, internet banking and AXS. Follow the current official instructions and verify the payee and account reference.
Keep a confirmation showing the payment date, amount and reference. If a payment has not appeared, contact the council with those details rather than immediately paying the same amount again without checking.
