HDB parking can be free in Punggol on Sundays and public holidays, but only where the Free Parking Scheme applies. HDB publishes a free-parking period of 7am to 10:30pm at participating carparks; this is not a town-wide promise that every carpark is free.
Check for the orange Free Parking Scheme sign plate on the carpark entrance signboard, or check HDB’s Centralised Map. Confirm the actual carpark you are entering, not a nearby residential block or a shopping centre with a similar place name.
The scheme does not apply to lots reserved for season-parking holders. For a Punggol Sunday lunch, family visit or neighbourhood outing, check both the carpark’s participation and the lot’s restrictions before leaving the vehicle.

Start with the carpark rather than the destination
A destination such as a home, coffee shop or park can be served by several carparks. Name the exact carpark in your plan. A family member saying “parking is free here” may be referring to a different entrance or parking area.
At arrival, read the board rather than relying permanently on a saved photograph. Parking arrangements can change. If participation is not clear from the current information, verify it before assuming that no payment is due.

Read the markings and nearby restriction signs for your chosen lot. The important distinction is permission to use the space, not just whether a charge applies. Special-purpose and reserved spaces still require the relevant entitlement.
This matters during popular visiting hours, when a convenient empty space can be tempting. Allow time to find a valid visitor space or use another suitable carpark instead of letting a busy arrival decide the parking choice.

Plan your departure time as well as your arrival time. If your visit continues beyond the free-parking window, check the applicable charges and whether visitor parking remains available.
A Sunday visit that turns into an overnight stay needs a fresh check. Use the HDB night visitor-parking guide to separate overnight availability from daytime free parking.

A mall, private development or club can publish its own parking charges. Being located in Punggol, or being beside an HDB estate, does not establish participation in HDB’s scheme.
For Waterway Point, SAFRA or another destination with its own carpark, consult that operator’s current information. Do not move a rule between parking operators simply because both places are part of the same outing.

A free space farther away may involve more walking, an unsuitable pedestrian approach or a difficult return with groceries. Consider the needs of your group alongside the cost.
For a short visit with young children or mobility needs, a clearly permitted paid space with a suitable access route may fit the outing better. This is a practical choice, not a recommendation to use a restricted space closer to the destination.

A useful message for visiting relatives
Send the carpark identifier, the pedestrian route to the block and a reminder to check the entrance and lot signs. Avoid sending only “Sunday parking free” without identifying where the statement applies.
Before leaving, confirm where the car is parked and whether the visit has run longer than planned. A brief end-of-visit check can prevent a daytime outing from drifting into an unreviewed evening parking arrangement.
