Punggol residents who are Singapore Citizens aged 21 or above can apply for CHAS online using Singpass for themselves and their household members. Start at the official CHAS application service linked below. All Singapore Citizens are eligible, with benefits assessed by the scheme’s criteria.
Check the household members shown in the application before submitting, and inform family members that you are applying on their behalf. Correct household information matters more than trying to guess the eventual card colour.
CHAS generally processes a completed application within 15 working days. If you have not received the outcome after that period, check the online application service or call 1800-275-2427. The hotline operates weekdays, 8.30am–6pm, excluding public holidays.

Benefits are tiered by monthly household income per person for households with income, or the home’s Annual Value for households without income. The official eligibility page explains the criteria.
Annual Value is a different measure from a property’s sale price. Use the scheme’s explanation when reviewing eligibility rather than an estimate based on what a neighbour paid for a flat.
