Yes. A non-Singaporean child enrolled in preschool in Punggol still needs LifeSG Form 1 so the parent or guardian can submit enrolment details to ECDA. The requirement is for regulatory reporting, not only subsidy applications.
ECDA says the form remains compulsory even where the child does not qualify for its preschool subsidies or KiFAS. Completing enrolment reporting does not turn an ineligible child into an eligible subsidy recipient.
For this non-Singaporean route, ECDA says the form is streamlined and does not require employment or income details. Follow the actual invitation and contact the preschool if the information shown does not match your child.

CHAPTER 1 OF 4
Understand what Form 1 records
LifeSG’s Form 1 service covers enrolment reporting after a child joins infant care, child care or kindergarten.
Do not treat a subsidy-related form title as a reason to ignore the invitation. Read which part applies to your child’s enrolment.
CHAPTER 2 OF 4
Confirm which form you must complete
Ask the centre to identify the LifeSG invitation and the deadline in your email. Keep this separate from its own admission paperwork.
Check your child’s identity details, centre and enrolment information carefully. If anything is inconsistent, get it clarified rather than entering substitute information to move forward.
CHAPTER 3 OF 4
Do not add unnecessary financial records
Follow ECDA’s non-Singaporean form guidance: the streamlined enrolment form does not require employment or income details.
If you encounter an unexpected financial section, ask the centre which application route you have received. Avoid sending household documents through an unrelated message or form.
CHAPTER 4 OF 4
Keep enrolment and fees separate
Ask the preschool for the fees applicable to your child and keep its written response. Form completion is not confirmation of a discounted fee.
Your practical checklist is to identify the correct invitation, check the child and centre details, complete the required reporting, and retain confirmation. Resolve any login problem with the centre rather than abandoning the form.
Information checked on 11 October 2026. Follow ECDA’s current instructions and the guidance given for your child’s application.
