Quick Read: Singapore’s education system has become more flexible by moving away from rigid whole-student streams and creating more ways for students to learn at different subject levels, pursue different strengths and enter different post-secondary pathways. Full Subject-Based Banding has been fully implemented since 2024; students can take subjects at G1, G2 or G3 according to strengths, interests and learning needs; the Singapore-Cambridge Secondary Education Certificate (SEC) begins with the 2027 graduating cohort; and a new Post-Secondary Admissions Exercise (PSE) begins in 2028.
One-sentence answer: flexibility in education means preserving standards while giving students more than one credible route to develop capability, demonstrate it and move forward.
The educational question inside the 2015 article
The original 2015 article argued that Singapore needed an education system flexible enough to let unusual strengths develop. It used the example of a very young student who had completed an IGCSE Physics examination far earlier than the usual school sequence.
The strongest idea was not “every child should accelerate”. It was this:
When learners differ, a good system needs enough room for different strengths, rates of development and future routes without abandoning educational standards.
That reader job remains highly relevant. The copied newspaper article that once occupied much of this page has been removed; the historical case is retained only as context and linked back to the original publisher.
Flexibility is not the same as lowering standards
A flexible system can still be demanding. Flexibility changes how students move through the system; it does not require the system to pretend that every learner is ready for the same content at the same time.
Useful flexibility can include:
- different subject levels;
- movement between levels when evidence supports it;
- specialised programmes for particular interests or talents;
- different post-secondary institutions and course types;
- later opportunities to change direction;
- admissions systems that recognise more than one pathway to success.
The old model: one stream could shape much of a student’s identity
For many years, Secondary students were commonly organised into Express, Normal (Academic) and Normal (Technical) courses. Those structures served practical purposes, but they also bundled many subjects together under one broad student label.
A child could be strong in one subject and weaker in another, yet the system still tended to describe the learner through a whole-course category.
The policy direction since then has been toward finer-grained subject-level differentiation.
Full Subject-Based Banding: subject level rather than whole-student stream
MOE fully implemented Full Subject-Based Banding (Full SBB) from the 2024 Secondary 1 cohort.
Under Full SBB:
- the old Express, N(A) and N(T) stream labels have been removed for incoming cohorts;
- subjects are offered at G1, G2 and G3 levels;
- students can take different subjects at different levels;
- subject levels can be adjusted at appropriate points based on strengths, interests and learning needs.
This is a structural shift. The student is no longer supposed to be reduced to one fixed academic band across every subject.
Why subject-level flexibility matters
Students are uneven profiles.
- A student may be very strong in Mathematics but still developing confidence in English.
- Another may write exceptionally well but need more time in Mathematics.
- A student may progress quickly in Science after a slow start.
- Another may discover a technical or applied strength that is poorly represented by a narrow academic ranking.
A system with subject-level flexibility can respond more accurately to those differences.
G1, G2 and G3 should not become new identity labels
It is tempting to replace the old stream labels with new shorthand: “G3 student”, “G2 student”, “G1 student”. That would recreate the problem under different names.
Under Full SBB, the more accurate question is:
Which subject is the student taking at which level, and is that level still the best fit?
The unit of differentiation is increasingly the subject, not the whole person.
The SEC from 2027
From the 2027 graduating cohort, the separate N(T)-, N(A)- and O-Level certificates will be combined into the Singapore-Cambridge Secondary Education Certificate (SEC).
Students will sit subjects at the relevant G1, G2 or G3 level, and the certificate will reflect the subjects and subject levels taken.
SEAB states that the overall examination standards do not simply change because the certificate name changes. The SEC is a new common certification structure aligned with Full SBB.
The PSE from 2028
MOE has announced a new Post-Secondary Admissions Exercise (PSE) from 2028.
The PSE will replace the current separate admissions exercises for Junior Colleges, Millennia Institute, Polytechnics and ITE routes, allowing students to apply for different post-secondary pathways using their SEC results within one admissions framework.
This matters because flexibility is incomplete if Secondary schooling becomes more porous but post-secondary entry remains fragmented.
Multiple pathways are not consolation prizes
A flexible system works only when different routes are treated as meaningful routes to capability, not as ranked consolation ladders.
Junior College, Polytechnic and ITE pathways emphasise different forms of preparation and learning. Their value depends on the learner’s goals, strengths, course fit and later development—not on a simple prestige hierarchy.
Flexibility should increase fit, not confusion
More options are not automatically better. A system can become so complex that families struggle to understand the consequences of each choice.
Good flexibility therefore needs:
- clear information;
- transparent prerequisites;
- good counselling;
- real opportunities to move;
- reasonable transition costs;
- enough stability that students can plan.
The Mark Sim case: what it can and cannot show
The original 2015 article was inspired partly by a Straits Times report about Mark Sim, a nine-year-old Singaporean who had obtained an A in IGCSE Physics at an unusually young age.
The case is useful as an illustration of unusual readiness. It does not prove that acceleration is best for most children, nor that earlier examination-taking automatically means better long-term development.
The correct lesson is narrower: when strong evidence shows that a learner is ready for something unusual, systems should have enough flexibility to consider that learner seriously.

Acceleration is only one form of flexibility
Talented learners do not always need to skip years or sit examinations early.
Other forms of extension include:
- deeper problems within the same level;
- research projects;
- Olympiad-style enrichment;
- specialised art or music programmes;
- advanced reading;
- mentorship;
- independent projects;
- cross-age collaboration.
Depth, complexity and independence can matter as much as speed.
Flexibility also matters for students who need more time
The moral test of flexibility is not whether it serves only prodigies.
A genuinely flexible system should also allow:
- a student to take a subject at a less demanding level while remaining stronger elsewhere;
- later movement upward when readiness changes;
- different routes into applied or technical strengths;
- recovery after an uneven developmental period.
Flexibility should widen legitimate routes in both directions.
A flexible system needs calibration
The central risk is poor fit.
- Too little challenge: the learner becomes under-stretched.
- Too much challenge: prerequisites fail and stress rises.
- Wrong route: a learner follows prestige rather than fit.
- Premature specialisation: options close before interests stabilise.
- Permanent labelling: a temporary performance state becomes an identity.
The solution is not maximum flexibility. It is evidence-guided flexibility.
What evidence should guide movement?
- current subject performance;
- prerequisite mastery;
- rate of improvement;
- independence;
- student interest;
- future course requirements;
- teacher observations across time;
- the learner’s ability to cope with the next level without excessive support.
No single test score should carry more meaning than it can support.
Flexibility and social mobility
Pathway design also affects social mobility. If an early result permanently determines later opportunity, the system amplifies the consequences of one developmental moment.
More porous routes can reduce that lock-in—but only if transitions are real, understandable and realistically achievable.

Flexibility and standards can reinforce each other
When students are placed at a level where the work is demanding but interpretable, teachers can maintain stronger standards because the challenge is better matched.
This is better than pretending equality means giving every learner exactly the same task regardless of readiness.
For parents: ask about the pathway, not just the label
- What does this subject level prepare my child for?
- What evidence suggests the current level is appropriate?
- What would justify moving up or down later?
- Which future courses require particular subjects or levels?
- Is my child choosing from interest and fit, or mainly from fear and prestige?
- What options remain open if the plan changes?
For students: your pathway is a route, not a verdict
A subject level describes the level at which you are currently learning and being assessed. It does not describe your complete intelligence, character or future value.
The useful goal is to make the next route increasingly earned through evidence.
A simple flexibility test
- Fit: does the route match current readiness?
- Growth: does it still allow worthwhile challenge?
- Mobility: can the learner change route later?
- Clarity: are consequences and prerequisites understandable?
- Dignity: does the system avoid turning a temporary placement into a permanent identity?
