English time management is not one universal timetable that every student should copy. A learner can run out of time because reading is slow, planning is too long, writing is too elaborate, a difficult comprehension question captures too many minutes, summary extraction is weak, checking is chaotic, or the student simply does not know when to leave a question and return later.

Current 2026 graduating students remain under the existing GCE O-Level framework; from 2027, the Singapore-Cambridge Secondary Education Certificate (SEC) begins, with G3 English Language coded K300. The timing method should therefore follow the actual paper and syllabus the student is sitting—not an old tuition chart copied from another year.

The first question is not “How many minutes?”
The first question is:
What is the student doing during the minutes that disappear?
Two students may both fail to finish a paper. One spends too long rereading because comprehension is fragile. Another understands quickly but writes every answer as if it were an essay. Their clocks look the same. Their teaching needs are different.

Until the cause is known, telling the student to “write faster” is not a strategy.
Timing is an output of several systems
- Recognition: how quickly the student understands the task.
- Planning: how quickly a viable route is chosen.
- Language production: how efficiently ideas become sentences.
- Decision control: whether the learner knows when to move on.
- Checking: whether revision is targeted rather than random.
- Stamina: whether quality survives the latter part of the paper.
Strong timing therefore emerges from a stable process. Speed added to a weak process usually produces faster mistakes.
The timing ladder: accuracy first, pressure later
- Correct untimed work. The learner proves the method is sound.
- Short timed micro-task. Add a light clock without changing the task.
- Timed component section. Train several questions or one writing stage together.

A universal “plan for exactly ten minutes” rule can be useful as a temporary experiment, but it should not be presented as the only correct allocation for every learner and every paper. The target is efficient planning that produces a usable route.
How to train planning speed without reducing thinking quality
- Give the student a prompt but do not allow full writing.
- Ask for the task interpretation, central direction and paragraph jobs only.
- Time the planning process.
- Review where indecision occurred.
- Repeat with another prompt.
- Gradually reduce the available planning time only when the plan remains coherent.
This is more informative than timing an entire essay and discovering only at the end that the plan consumed too much of the paper.
Comprehension timing: recognition before answer speed
Students often spend too long because they do not immediately recognise what a question is asking them to do.

- Have I located the relevant evidence?

- Do I have a viable answer route?
- If not, can I mark the question and return after completing more reachable work?
The exact threshold depends on the paper and student. The principle is universal: one unresolved question should not silently consume the whole examination.
Summary timing: separate extraction from compression
When summary is slow, the tutor should identify whether the student is slow at:
- understanding the scope,
- finding relevant points,
- distinguishing core information from examples,
- paraphrasing,
- combining points,
- or checking the word limit and grammar.
These are different subskills. A student who extracts points quickly but paraphrases slowly needs a different practice block from a student who spends most of the time deciding which points belong.
Checking: targeted verification beats rereading everything
“Leave five minutes to check” sounds sensible, but checking quality depends on what the student checks.
A useful checking hierarchy is:
- Did I answer every required section?
- Did I answer the actual task?
- Are there blank or incomplete answers?
- Are my recurrent grammar error families present?
- Did I miscopy names, details or instructions?
- Does the final answer contradict evidence elsewhere?
Random rereading often feels reassuring but detects less.
Listening timing is attention control, not clock control
Listening components are externally paced. The student cannot slow the recording. Timing therefore becomes selective attention:
- preview what information is likely to matter,
- track gist and transitions,
- notice contrast and speaker intention,
- record only useful notes,
- and recover quickly after missing one detail instead of mentally replaying it while the audio continues.
The recovery skill matters. One missed phrase should not cause the next minute of audio to disappear.
Oral timing is response architecture
In oral English, “time management” means developing an answer efficiently enough that the response is neither one sentence nor an endless monologue.
- Position.
- Reason.
- Example or evidence.
- Connection.
- Qualification or follow-up.
The tutor can train the student to recognise when enough development has been achieved and leave space for interaction.
G1, G2 and G3 timing: use the actual syllabus and paper
Full SBB means students take English at a particular subject level. Timing practice should therefore follow the actual school and national-examination requirements for that level.
Do not copy a G3 timing table and apply it automatically to G1 or G2. Do not use a 2026 O-Level timetable for a 2027 SEC candidate without checking the relevant syllabus. The official paper is the authority on paper duration and structure.

Parents do not need to stand beside the student with a stopwatch every week. The learner should increasingly own the checkpoints.
