What happens in AEIS | ICA Student’s Pass After School Offer, Local Sponsor and Visa Rules

Student wearing glasses and a striped tie smiles with a hand resting at the neck.

Passing AEIS and receiving a school offer does not automatically give an international child permission to live and study in Singapore. School admission is handled through MOE, while immigration permission is handled by the Immigration & Checkpoints Authority (ICA). Foreigners who enrol for full-time study at a government, government-aided or independent school generally need a Student’s Pass, unless they already hold a qualifying valid Dependant’s Pass, Long-Term Visit Pass or Immigration Exemption Order. The precise requirement depends on the child’s actual immigration status, not on their AEIS score.

For families moving to Punggol, the safest order is to check the actual school offer, follow its registration instructions, receive any required Registration Acknowledgement Letter, and complete the correct ICA process. If a Student’s Pass application is needed, a local sponsor may be required. Parents should also distinguish a travel visa, the AEIS examination entry proof, ICA’s In-Principle Approval (IPA) and the eventual digital Student’s Pass. These are different documents, and confusing them can affect whether a child may enter, stay or commence school lawfully.

Quick information:

  • AEIS entry proof: permits entry to the assigned test venue according to SEAB instructions; it is not an entry permit for Singapore.
  • School offer: establishes that a school place has been offered, subject to reporting and registration instructions; it is not an immigration pass.
  • Possible exemption from separate Student’s Pass: valid DP, LTVP or IEO holders who meet ICA’s stated full-time, non-religious study conditions.
  • Student’s Pass applicant: needs the required school registration acknowledgement and ICA’s forms, references and evidence.
  • Local sponsor: where required, a Singapore Citizen or Permanent Resident aged 21 or above, following ICA’s parent/step-parent rule.
  • Processing fee: ICA currently states a non-refundable S$45 application processing fee for government-school Student’s Pass applications; other issuance or visa costs may apply.
  • Timing: begin promptly and follow the current ICA and school instructions; a December AEIS offer can leave little time before January.

Reviewed 6 November 2026. This independent guide explains publicly stated ICA procedures. It does not determine a family’s legal immigration eligibility. Follow the current ICA government-school Student’s Pass requirements and the offered school’s actual instructions.

1. First decide which immigration question the family is asking

Several questions sound similar but need different official answers. Can the child enter Singapore to sit AEIS? Can the child remain in Singapore while waiting for a school outcome? Can the child start a full-time mainstream school after admission? Will the family member accompanying the child be allowed to stay? These are separate matters. An official answer to one does not automatically resolve the others.

SEAB explicitly states that MOE does not issue an entry permit simply because an overseas applicant is sitting AEIS, and that the test entry proof is not permission to enter Singapore. The family must check the normal entry requirements for the child’s travel documents and circumstances. SEAB’s AEIS overview explains this warning.

After a school is offered, the focus changes from attending a test to lawful full-time study. ICA’s Student’s Pass overview states that foreigners generally need an appropriate Student’s Pass for full-time study, with identified exemptions. Do not treat the child’s earlier ability to visit Singapore as proof that a school year may proceed under the same status.

2. The Student’s Pass decision tree in ordinary language

Child’s current statusGeneral rule for full-time government-school studyNext check
Valid Dependant’s Pass (DP)ICA lists an exemption from a separate Student’s Pass for qualifying full-time non-religious studyCheck validity, conditions and who sponsored the DP
Valid Long-Term Visit Pass (LTVP)ICA lists an exemption under the stated study conditionsCheck validity and whether status will remain valid during school
Valid Immigration Exemption Order (IEO)ICA lists an exemption under the stated conditionsCheck the individual’s specific order and validity
Short-Term Visit Pass (STVP)Ordinary full-time school-year study is not covered by the short-term course exemptionCheck the correct long-term immigration route
No valid exempt statusA Student’s Pass is generally requiredFollow the school-registration and ICA application procedure

Pass names are not interchangeable. A parent’s Employment Pass is not automatically the child’s Dependant’s Pass, and a tourist entry stamp is not a Student’s Pass. Families should identify the actual document held by the child, its expiry date and the rules applicable to that document.

ICA also warns that when a qualifying DP, LTVP or IEO expires or is cancelled during study, the child must apply for a Student’s Pass to continue if no other exemption applies. This means a household change in employment or residency can affect schooling documentation. Keep an immigration-status review on the family calendar rather than assuming that admission permanently solves it.

3. What documents does ICA ask for once the school offers a place?

ICA’s government-school page names a Registration Acknowledgement Letter from the receiving school as a key document, alongside the child’s travel-document biodata page, birth certificate where applicable, and personal particulars. Details about residence history, educational history, financial support and the child’s family may also be required. The exact documents requested depend on the application and must be checked in the online process.

The acknowledgement letter has a practical purpose: it provides a unique reference used for the Student’s Pass application. It should not be confused with the SEAB Candidates Portal record, the AEIS examination entry proof, or an informal email from a tuition centre. A student who has not yet obtained the appropriate school registration details should ask the receiving school about the next step instead of guessing a reference number.

Our suggested folder contains four clearly labelled groups: the child’s identity documents, school-admission documents, ICA application records, and family support/contact information. Keep scans legible and securely stored. Do not put full passport numbers, immigration references or security codes into a public online forum when seeking general advice.

Check identity consistency before submitting

Compare the child’s passport, birth certificate and school registration records. Differences in name order, transliteration or dates should be identified early and reported through the correct official channel. Do not edit an official scanned record to make it fit. A genuine identity issue needs clarification, not cosmetic alteration.

Where a new passport is being issued, retain relevant official correspondence and ask which details should be used at each step. The passport used to sit an exam, the document used for travel and the details recorded in a later pass application may need to be coordinated. The governing authority can explain the required update process.

ICA says an applicant who needs a Student’s Pass for a government, government-aided or independent school must have a local sponsor to complete the required forms. The sponsor must be a Singapore Citizen or Permanent Resident aged at least 21. ICA states that companies and organisations cannot serve as sponsors for this route. Where the child has a Singapore Citizen or Permanent Resident parent or step-parent, that person must act as sponsor.

The sponsor is not a guarantee of successful approval. The sponsor assists with the formal application under ICA’s rules. The child still needs a genuine qualifying school offer and the appropriate documents. A family should never assume that paying a private business for an address or general education consultancy creates a qualifying local sponsor.

Parents sometimes confuse accommodation guardianship with statutory sponsorship. A trusted adult who helps with school collection might be suitable for one practical role but not satisfy every immigration requirement. Conversely, an eligible sponsor may not be the right person to supervise daily transport. Ask separately who is responsible for each task.

Which forms are involved?

ICA identifies Form 16A for Student’s Details and V103 for Student’s Parents in the government-school Student’s Pass process. The local sponsor completes the relevant sponsorship forms, including V39s and V39Q, as directed by ICA. Do not download a random old template and assume the exact form, field or submission method is unchanged. Use the current ICA online instructions for the actual application.

5. How the application proceeds after AEIS

  1. Receive the official AEIS outcome. School offers appear through MOE’s AEIS Internet System, not the SEAB registration Candidates Portal.
  2. Follow the school’s reporting instructions. Complete the required school registration and obtain the appropriate acknowledgement.
  3. Determine whether a Student’s Pass is needed. Inspect the child’s current immigration pass and the exemptions ICA publishes.
  4. Prepare identity and sponsor details. Check the actual ICA list, including any additional case-specific evidence.
  5. Submit through ICA’s correct government-school route. Use the unique school reference and official application system.
  6. Pay applicable ICA fees. Retain the government receipt; do not confuse the payment with the earlier AEIS examination fee.
  7. Check application status. Follow ICA’s status system and respond to any further document requests.
  8. Complete issuance formalities after approval. Read the IPA and any instructions on identity verification, biometrics and the digital pass.

ICA generally advises applicants to apply two to three months before a course begins. However, an AEIS family may not receive the final school offer until a relatively short time before the next school year. The correct response is to act promptly when the required school record is available and to ask the school and ICA about the case-specific sequence. Do not promise that a late family application will be automatically approved faster simply because school begins soon.

ICA’s government-school guidance currently reports processing targets of within one week for new applications without visa requirements and within two weeks where a visa is required, subject to exceptions and excluding the submission day. These are administrative service estimates, not guarantees for an individual child. Some cases need more time, additional records or clarification.

6. What does the S$45 ICA fee cover?

ICA currently specifies a non-refundable S$45 processing fee for a government-school Student’s Pass application. This is not the same as the SEAB AEIS examination registration charge, and it is not necessarily the final amount the family may pay. ICA may require issuance fees and, depending on nationality and entry arrangements, a multiple-journey visa charge or related formalities.

Use the current official page and payment system rather than an old consultant invoice to determine amounts. A family budget should include each government transaction under its own heading. If a service provider offers to help complete the application, record their service fee separately from the ICA charge and decide whether the assistance is actually necessary.

A payment receipt does not mean the pass has been granted. It confirms a transaction. The application result and final pass issuance are distinct stages, and each should be supported by the appropriate official record.

7. In-Principle Approval is not the final Student’s Pass

ICA may issue an In-Principle Approval (IPA) letter after assessing the application. Parents should read it as an important step with conditions, not as the final digital Student’s Pass. ICA explains that an IPA does not itself confer an immigration pass or permission to remain in Singapore indefinitely. The applicant must follow the relevant formalities before the pass is actually issued.

Where the child needs to travel to Singapore to complete formalities, follow the actual IPA instructions and normal entry rules. Do not assume that the word “approval” removes every additional condition. The exact process can depend on the child’s nationality, existing pass and case-specific requirements.

The digital Student’s Pass, once issued, is the current documentary form of the immigration permission. Families should learn how to access it through the official channels and keep records secure. Do not substitute a screenshot of a tutor’s message or a school WhatsApp group for an ICA document.

8. Test entry, school entry and Singapore entry should appear on different checklist lines

During the AEIS test stage, SEAB issues the exam entry proof after approving registration. That document tells the child which test venue to attend and when. SEAB makes clear it is not a travel document. An overseas applicant must separately satisfy Singapore’s entry requirements, including any visa, passport or arrival-related obligations that apply.

After the school-offer stage, the same household may need to check a Student’s Pass or an exemption. A child may be allowed to enter as a short-term visitor yet not be allowed to pursue a year of ordinary full-time schooling on that status. This is why the family should not treat permission to enter and permission to study as synonyms.

For the latest information on entering Singapore, consult ICA’s entry information. For full-time government-school study, consult ICA’s relevant Student’s Pass category. Each answers a different legal question.

9. What if a parent needs to stay in Singapore to care for the child?

A child receiving a school place does not automatically grant a parent a long-term residence right. The family should research the specific immigration route that applies to any accompanying adult. The child’s Student’s Pass and the parent’s own immigration status are separate. An assumption that “the school let my child in, therefore I can live here” can create a serious planning problem.

If guardianship or caregiving is required, discuss the child’s practical welfare arrangements with the school and obtain appropriate ICA advice about the adult’s status. Do not enter a sponsorship or caregiving agreement without understanding who can legally do what, how long the arrangement lasts and what happens if the person becomes unavailable.

For Punggol families, this also means planning the morning commute, illness collection and school communications. The adult helping with those tasks should be reachable and willing to act when necessary. Legal permission and ordinary daily reliability both matter, but they must not be confused.

10. Three illustrative family cases

Case A: the child already holds a valid Dependant’s Pass

A parent works in Singapore and the child has a valid DP. The child succeeds in AEIS. The family should still confirm that the existing pass meets ICA’s full-time non-religious study exemption and remains valid. It should follow the receiving school’s registration instructions. The exemption from a separate Student’s Pass does not cancel the school’s administrative requirements.

Case B: a family arrives from overseas after receiving an AEIS offer

The child has no valid qualifying long-term pass. The family needs the school registration acknowledgement and the government-school Student’s Pass application route. A relative in Singapore offers to help, but the parents must establish whether that person satisfies the local sponsor rule and which forms ICA requires. The family also needs separate entry arrangements for travelling to Singapore.

Case C: an accompanying adult’s pass is about to expire

The child’s ability to continue under a DP or LTVP exemption may depend on that pass remaining valid. The family should check renewal or transition options before the expiry date rather than assume the child’s AEIS admission prevents the immigration issue. Speak with ICA about the actual status and with the school about any consequence for enrolment.

11. A document checklist for an AEIS family

  • Official AEIS result and the name of the offered school.
  • School’s reporting and registration instructions.
  • Registration Acknowledgement Letter where relevant.
  • Child’s current passport and birth certificate.
  • Existing immigration pass or exemption-order information, if any.
  • Family details and local sponsor evidence where required.
  • Current ICA application reference and fee receipt, if applying.
  • IPA, formalities and digital Student’s Pass information when issued.
  • School office and emergency contact details.
  • Independent travel and housing checklist for the child’s first term.

Keep documents grouped by purpose. Do not upload a sensitive record to a commercial tuition site simply because the user interface resembles a government portal. Where ICA requests additional evidence, send it through the official channel with the appropriate reference.

12. A four-week family preparation routine

Week 1: identify the correct legal route

List the child’s current immigration status, expiry date and any eligibility question. Read the specific ICA government-school procedure and the school’s instructions. If an official determination is needed, ask early.

Week 2: secure the school records

Follow the offer, complete registration, and obtain the actual school acknowledgement where needed. Verify identity details before submitting an immigration application. Do not mix one sibling’s records with another’s.

Week 3: apply and monitor

Where a Student’s Pass is necessary, use ICA’s system, complete the required forms and check status. Do not invent a guarantee of processing time or ignore a request for evidence. Keep the sponsor informed about the exact submission responsibilities.

Week 4: settle daily life alongside formalities

Follow the current issuance instructions, prepare the real school journey, establish school communications and check what the child needs for the first lessons. If the administrative timeline differs, the official deadlines take priority over this illustrative plan.

Frequently asked questions

Does an AEIS school offer include a Student’s Pass?

No. MOE school admission and ICA immigration permission are separate processes.

Can a child on a Dependant’s Pass study without a separate Student’s Pass?

ICA lists a valid DP as an exemption for qualifying full-time non-religious study. Verify the child’s actual pass conditions and validity.

Can a child use a Short-Term Visit Pass for a normal school year?

Do not assume so. ICA’s STVP exemption concerns narrowly defined short courses, not the ordinary year-long mainstream school arrangement.

Does an AEIS test entry proof allow travel to Singapore?

No. SEAB explicitly states it is not an immigration entry permit.

Who can sponsor a government-school Student’s Pass application?

Where sponsorship is required, ICA specifies a Singapore Citizen or Permanent Resident aged 21 or above and sets special requirements for SC/PR parents and step-parents.

Can a private company be the local sponsor?

Not under the local-sponsor rule ICA publishes for this school category.

What is the Registration Acknowledgement Letter?

It is the receiving school’s document providing the reference for the relevant Student’s Pass application procedure.

Is In-Principle Approval the same as the digital Student’s Pass?

No. IPA is an approval step; the applicant must complete any required issuance formalities.

Do I need to budget for ICA fees separately from AEIS fees?

Yes. The official test application, immigration processing and possible pass issuance are distinct costs.

Does the child getting a school place give a parent permission to live in Singapore?

No automatic parental immigration right follows from the child’s school offer. The adult needs an appropriate separate immigration basis.

What matters most: a successful education move depends on two correct decisions—the school must offer and register the child, and the child’s immigration basis must lawfully permit the intended studies. Keep those decisions separate and follow the right official channel for each.
