Did you know? In the published PSLE Foundation Chinese Language 0025 examination reference, oral communication counts for 55% and listening comprehension for another 30%. The language-use and reading paper carries the remaining 15%. That makes it very different from Standard Chinese 0005 and Higher Chinese 0015. Parents who focus a Foundation Chinese pupil’s entire revision on long written compositions may be preparing for a paper that is not in the 0025 assessment scheme.
For Punggol Primary 6 families preparing for PSLE 2027, accurate information is an important form of support. Foundation Chinese is a legitimate language curriculum designed to develop useful recognition, understanding, speaking, reading and listening skills. Children deserve carefully matched teaching and meaningful practice, not comparisons with an unrelated examination format.
This guide explains the exact official 2026 published reference, what each component asks a student to do, how parents can practise without inventing examination questions, and when to consider suitable Chinese-language tuition. The current 0025 document is marked for examination from 2017, and SEAB lists it for 2026. Always check whether SEAB issues any further 2027 examination notices.
First, confirm that the child is registered for 0025
SEAB’s PSLE Formats Examined in 2026 distinguishes Foundation Chinese Language 0025 from Standard Chinese 0005 and Higher Chinese 0015.
These are separate subjects. The child taking Foundation Chinese should learn from Foundation-appropriate resources that meet their current language needs, rather than have the difficulty of every exercise raised simply because the parent wants a harder book.
The official SEAB Foundation Chinese 0025 syllabus PDF describes objectives for recognising Chinese characters, using vocabulary and sentence structure, reading, reading aloud, oral interaction and listening.
The latest published paper scheme should guide examination simulations. School feedback is equally important for diagnosing what individual pupils can and cannot do.
The official three-paper format and mark weighting
The 2026 SEAB reference sets out three papers with 100 raw marks in total:
- Paper 1, 语文应用与阅读理解: 40 minutes, 15 marks, 15%. It comprises five language-use multiple-choice items worth 5 marks and five reading-comprehension items worth 10 marks, including multiple-choice and open-ended formats.
- Paper 2, 口试: about 10 minutes of examination, 55 marks, 55%. Reading aloud contributes 15 marks; video-stimulus conversation contributes 40 marks. Students receive 10 minutes beforehand to read the passage silently and review a video.
- Paper 3, 听力: about 30 minutes, 30 marks, 30%, containing fifteen listening-comprehension questions.
- Important distinction: 0025 does not prescribe a separate national composition-writing paper. Written language use is assessed through the specified Paper 1 tasks.
Because oral and listening together carry 85% of the subject weighting, good Foundation Chinese tuition should develop genuinely usable spoken and receptive language throughout the year. Writing characters and sentences can still aid learning, but it would be misleading to substitute a Standard Chinese composition syllabus for this examination.
What practical Chinese communication means
A child might recognise the words 图书馆 (library), 借书 (borrow a book) and 还书 (return a book), yet feel unable to answer a question about an unfamiliar situation at the library. That gap may concern vocabulary retrieval, listening comprehension, sentence planning or confidence in speaking.
A useful teaching sequence begins with a real meaning. Show an appropriate picture or school-approved short video. Discuss what is happening using simple sentences. Ask the pupil to explain an action or choice. Then change one detail and check whether the child can respond without repeating a complete memorised script.
For example: “小朋友在图书馆借书。” A follow-up might be “如果找不到要借的书,你会怎么办?” An age-appropriate answer could be “我会先找一找,再向图书管理员请教。”
This is a fictional practice exchange, not an actual PSLE oral video or predicted question. Its purpose is to develop an adaptable response to a practical problem.
Worked example 1: Paper 1 character and word recognition
Original practice sentence: “今天下午,我们一起去公园散步。”
Ask: Where did the people go? The answer is 公园. Then ask when the activity was planned: 今天下午.
Next offer a changed sentence, “今天下午,我们一起去图书馆看书。” The student must notice that the destination and activity changed. A learner who continues answering “公园” may have memorised the first response rather than read the new words.
Paper 1 language tasks can ask pupils to use the correct word in context. A tutor should teach how a character or word functions within an understandable sentence rather than drill isolated shapes endlessly.
For instance, the verbs 借 and 还 can both appear in a library setting, but they describe different directions of a book’s movement. Ask the child to act out each one with an imaginary book and say a correct sentence.
Worked example 2: an inference from a short passage
Original fictional text:
“天开始下雨了。小美看见弟弟站在屋檐下,没有带伞。她走过去,把自己的伞向弟弟那边移了移,两人一起回家。”
Literal question: 谁没有带伞? The younger brother, 弟弟, did not bring an umbrella.
Inference question: 为什么说小美关心弟弟? Because she moved the umbrella towards him and shared shelter on their way home.
What the passage does not prove: It does not say 小美 bought a new umbrella, called her parents or waited for a bus. Those details may sound plausible but are not in the text.
The child should learn to point to a phrase, state what it suggests and avoid inventing an entire extra story. Even short Foundation reading questions test the relationship between the words and the answer.
Worked example 3: Paper 2 reading aloud
Consider a short invented reading passage:
“放学后,小亮去社区图书馆还书。他先排队,再把书交给工作人员。离开时,他向工作人员说了声谢谢。”
A learner may recognise all the individual words but read without pauses, making the events difficult to follow. A meaningful oral lesson groups phrases naturally:
“放学后,/ 小亮去社区图书馆还书。/ 他先排队,/ 再把书交给工作人员。”
The slashes above are only teaching marks, not characters that belong in the text. They help students recognise natural meaning units.
The tutor can identify one or two misread characters, explain them in context and ask the child to read a fresh sentence. Reading the same passage repeatedly until it is memorised may improve performance on that passage but cannot alone demonstrate independent decoding and phrasing.
Worked example 4: Paper 2 video-based conversation
Invented scene: A child and an older neighbour are sorting books at a community shelf. One book appears damaged.
An opening question might be: “你在录像中看到了什么?” The learner can describe the action: “有两个人在整理图书,其中一本书破了。”
A follow-up might ask: “如果你发现公共图书破了,你会怎么办?” An appropriate answer could be: “我会先通知负责的人,不会把书藏起来,也不会随便丢掉。”
Another question might be: “为什么大家要爱护公共物品?” The child could explain that others also need to use them and caring for shared items shows responsibility.
The question changes from observation to action and reasoning. Good oral practice makes that transition deliberate rather than teaching the child to describe every video with the same three sentences.
How to develop the 40-mark conversation skill
The video-based conversation carries 40 of 55 oral marks. This does not mean talking for the longest possible time. The child should listen to the exact question and provide a coherent, relevant response.
A supportive routine is:
- Observe: state what is happening in the given scene.
- Understand: explain why someone may have acted that way.
- Respond: say what an appropriate action could be in a similar situation.
- Reason: give a simple explanation beginning with 因为 when it fits.
- Adapt: respond to a new condition rather than repeat the previous answer.
For a pupil who answers only “不知道”, the tutor might offer a simple choice and ask which is better, followed by a reason. After a few guided successes, remove the choices and see whether the learner can answer independently.
This is scaffolding, not supplying a memorised performance for an unknown national examination question.
Worked example 5: listening comprehension with a changed arrangement
Original invented spoken announcement:
“同学们,原定下午两点在操场举行的活动,因为天气不好,改到体育馆进行。集合时间也改为两点半。”
The first place mentioned is 操场, but the final venue is 体育馆. The initial time is two o’clock, but the final time is 2:30 p.m.
A listener must detect the correction indicated by 改到 and 改为. Simply writing down the first venue and time produces the wrong answers even when the child understands those nouns.
Another listening practice can vary the reason and action: a library workshop moves to a different room, or a teacher changes the order of two activities. Ask the learner for the final instruction and the reason for the change.
The 2026 syllabus describes listening texts such as conversations, notices, advertisements, explanations, introductions and stories. Parents can use short age-appropriate spoken examples without pretending to know the actual examination recordings.
Worked example 6: word choice changes an instruction
Compare “先排队,再借书” with “先借书,再排队”. The words are similar, but the order is reversed. Which is sensible depends on the actual procedure.
Likewise, “请不要大声说话” is an instruction not to speak loudly, while “请大声说话” asks the opposite. A small word such as 不要 changes the intended action.
Foundation language teaching should give pupils opportunities to listen for these details, see how word order affects meaning and communicate a suitable response. Recognising the whole sentence is often more valuable than repeating one difficult isolated word.
Why practising only writing could be a serious mistake
Foundation Chinese includes literacy, but its PSLE exam does not weight separate composition writing in the way Standard Chinese does. The current 0025 breakdown means a pupil can make meaningful progress through better spoken interaction and listening while continuing to develop word recognition and sentence skills.
This does not justify neglecting the 15% written component. It means preparation should be proportional and diagnostic: focus on the student’s actual weaknesses while maintaining competency in all three papers.
The child should also enjoy practical, age-appropriate Chinese communication outside formal assessment: asking for help politely, discussing familiar activities, following an announcement and reading simple notices.
A 2027 PSLE Foundation Chinese learning calendar
January–March: confirm registration and establish a baseline
Check the child’s school entry for Foundation Chinese 0025, not Standard Chinese 0005. Ask the pupil to read a short unfamiliar passage, answer literal questions, listen to a brief announcement and discuss an invented scene. Identify whether recognition, listening, conversation or reading aloud is the principal difficulty.
April–June: develop flexible oral and listening skills
Give regular low-pressure conversations with familiar topics. Ask one follow-up that changes the situation. Practise listening for changes of place, time and action. Continue short text-reading and vocabulary exercises in context.
July–August: apply the examination reference carefully
Use the current 40-minute Paper 1, 10-minute oral assessment with its separate preparation period and approximately 30-minute listening practice as references, while checking SEAB updates for 2027. Practise oral discussion thoughtfully, not through long memorised speeches.
Final PSLE period: preserve familiar routines
Follow the school’s official 2027 notices and the SEAB PSLE examination page. Protect sleep, revisit useful everyday expressions, and avoid suddenly replacing Foundation exercises with high-pressure Standard Chinese composition tasks.
What a true three-student tuition tutorial could contribute
A maximum-three-student group can give each pupil an opportunity to describe a video, explain a practical choice and receive immediate correction. One student might notice an important word in a listening task; another might explain the final instruction; the tutor then asks every child to answer an unfamiliar example independently.
eduKate’s small-group philosophy uses 1.5-hour lessons, first-principles teaching, feedback and guided retrieval. Parents should confirm whether a qualified Foundation Chinese tutor and an appropriate class are available before booking a consultation. A small-class teaching philosophy does not automatically mean a specific language class is running at every time.

Seven parent consultation questions
- Is the child officially registered for Foundation Chinese 0025?
- Does the tutor know the actual 15% / 55% / 30% weighting?
- Are reading aloud and video-stimulus conversation practised as different skills?
- Does the learner listen for a changed instruction rather than the first answer heard?
- Are character recognition and short reading questions taught meaningfully?
- Can the child answer a new oral follow-up without a memorised script?
- Does the workload help the child communicate confidently without shame or excessive testing?
Frequently asked questions
Is PSLE Foundation Chinese 0025 mostly a written examination?
No. The published reference allocates 15% to written language use and reading, 55% to oral, and 30% to listening. That is why the oral/listening skills together matter so much.
Does Foundation Chinese include a composition paper?
There is no separate composition-writing paper in the current 0025 national assessment scheme. Writing and literacy may still form part of broader language learning, and the prescribed written exam includes language-use and reading tasks.
Can the child look at a video before their oral conversation?
The published scheme includes 10 minutes of preparation for silent reading and reviewing the video before the oral examination. Follow the latest school and SEAB instructions for the actual 2027 process.
Are Foundation and Standard Chinese grades directly comparable through one identical practice paper?
No. They are different syllabuses and examination schemes. A child should be taught and assessed against the course in which they are registered.
What if parents do not speak fluent Mandarin?
Parents can provide access to appropriate spoken stories, school-approved resources and practice time, and coordinate with teachers. Subject-specific correction should come from someone competent in the language; a parent’s fluency is not the sole determinant of the child’s progress.
The Punggol family takeaway
Foundation Chinese 0025 rewards practical comprehension and communication. The right 2027 tuition plan reflects its actual three-paper structure, develops confident oral interaction and listening, and checks that the child understands words in context rather than merely copying sentences. Accurate preparation respects the learner and builds independence.
