Waterway Brooks was launched in Punggol’s September 2011 BTO exercise, with applications open from 22 to 28 September. The original HDB brochure offered 1,312 homes along My Waterway@Punggol.
Bounded by Punggol Drive and Punggol Road, the proposal comprised 14 residential blocks ranging from ten to 17 storeys. Its housing mix included Studio Apartments and four-room and five-room Premium flats.
The Waterway Brooks name referred both to the nearby waterway and to flowing patterns in its landscaped courtyards. It was a separate project from Waterway Woodcress, despite appearing alongside it in the same sales exercise.

The preserved HDB project overview provides the project-specific location, block count, flat mix and naming explanation. It is more precise for these details than a table grouping several developments together.
A contemporary launch account records 5,415 BTO flats and 2,847 Sale of Balance Flats nationally. The combined headline of more than 8,200 homes was not the size of Brooks.
Nor should every flat type in the combined Punggol price table be assigned to Brooks alone. The individual brochure identifies the offer for this particular development.
These distinctions are useful when a family has retained an old application letter or sales leaflet. A town, a sales exercise and a named project are three different levels of the record.
The brochure’s naming explanation makes the courtyards part of the historical story. Water was presented not only as something outside the estate but also as an idea shaping the spaces between its blocks.
This is a reading of the original design description, not a claim that the courtyards were natural streams. A landscape reference in a project name should not be turned into an invented account of earlier geography.
The launch also marks an offer, rather than the date every household moved in. Construction, flat delivery and occupation require separate evidence.
