Punggol flat owners with an outstanding HDB housing loan must maintain HDB fire insurance. CPF Board explains that the scheme runs for five years and needs renewal every five years while the requirement applies. Start by checking your policy expiry and HDB renewal notice.
The scheme protects the cost of reinstating covered internal structures, fixtures and areas provided by HDB. It does not cover your furniture, renovations or personal belongings, so an HDB fire insurance certificate should not be mistaken for comprehensive home contents protection.
As checked on 16 October 2026, Etiqa is the appointed HDB fire insurer. Its official page provides purchase and renewal routes, including online and AXS options. Use the official route and confirm the flat details before paying; this guide does not recommend an optional insurance product.

Find the policy and expiry date
Keep the certificate, renewal notice and flat address together. Check that the document refers to the Punggol property you intend to insure, especially if you are helping a parent manage paperwork.
Do not assume a separate home insurance renewal also renews the HDB scheme. Identify the policy name and insurer on each document rather than treating every household insurance letter as the same thing.
Prepare the renewal information
Etiqa lists the HDB scheme account or reference number, or postal code and unit number, among the information used for its purchase routes. Follow the requirements displayed for your chosen channel.
Review the address, contact email and policy details before completing payment. Keep the receipt and certificate where another authorised household member can find them if needed.
Keep mandatory cover and optional cover separate
If the purchase journey offers additional home insurance, read that selection separately. An optional product has its own premium, insured events, exclusions and limits.
For a bank-financed flat or a change in financing, ask the lender and insurer which requirements apply to your situation. Do not assume the HDB-loan rule answers every mortgage arrangement.
Ask about uncertainty before the deadline
If your policy has expired, the notice is unclear or your loan position has changed, contact HDB or the insurer through its official channel. Explain which flat and policy period you are checking.
A useful household record contains the policy name, expiry date and contact route. This administrative guide cannot determine whether a particular loss would be covered; the insurer’s policy terms govern claims.
