Want to view preschool CCTV footage after a safety-related incident involving your child in Punggol? ECDA says parents should submit a written request to the preschool.
The centre’s authorised personnel should attend to the request promptly and assess whether it is reasonable. A request does not mean unrestricted access to all footage.
ECDA says preschools are not required to provide access to footage of incidents being investigated by ECDA, the Singapore Police Force or another regulatory agency. Its guidance also identifies personal-data protection exceptions and restrictions.
In this guide
Describe the incident in writing
Ask how the request will be handled
CHAPTER 1 OF 4
Describe the incident in writing
Use the ECDA CCTV viewing guidance as the starting point. Identify your child, the relevant date, approximate time and safety concern.
State what you directly know and what you want clarified. Avoid requesting unrelated footage or including other children’s personal details unnecessarily.
CHAPTER 2 OF 4
Ask how the request will be handled
A practical enquiry is: “Please confirm receipt of my written request and let me know how it will be assessed.” Keep a copy of the message.
If access is not provided, ask for the explanation and the appropriate follow-up route. This guide summarises ECDA’s process; it does not determine a legal entitlement in an individual case.
CHAPTER 3 OF 4
Understand the limits of footage
ECDA’s answer on incomplete camera coverage explains that cameras cannot capture everything.
Its investigations can also use statements, inspection of the incident site and documentation. An incomplete recording should not be treated as the entire account of an incident.
CHAPTER 4 OF 4
Keep the safety concern separate
Requesting footage and explaining a concern are connected but different tasks. Preserve your factual timeline and the centre’s responses.
Ask what is being done to address the concern itself. Do not delay seeking urgent help when your child needs immediate protection while waiting for a viewing request to be processed.
