Waterway Sunrise II received HDB’s inaugural Construction Resilience Recognition in 2024. This Punggol housing milestone acknowledged the project team’s role in taking over a stalled BTO development and overcoming severe pandemic-related challenges.
HDB’s official winners’ annex identifies Expand Construction as contractor and Surbana Jurong Consultants as lead consultant. The estate is listed at Blocks 653A to 653C and 654A to 654D, Punggol Drive.
The recognition was a specific category, not a conventional design award or proof that the project had experienced no delays. Its historical importance lies in construction recovery: how an interrupted housing project was carried forward.

What HDB announced in October 2024 · The project team and award category · What construction recovery adds to Punggol history
HDB’s 19 October 2024 announcement named Waterway Sunrise II alongside Marsiling Grove and West Coast Parkview for the first Construction Resilience Recognition.
HDB explained that these teams took over projects stalled following the failure of previous contractors and worked through the difficult conditions of COVID-19. The announcement placed the recognition within the awards ceremony scheduled for 22 October.
This is a recovery narrative, not a claim that the original construction programme proceeded smoothly. Acknowledging later work does not erase the disruption experienced earlier.
The official 2024 annex provides the project’s precise identity and team attribution.
Expand Construction’s own 2024 awards account also lists Waterway Sunrise 2 at Punggol East under its resilience recognition.
For a historical timeline, retain HDB’s formal category name. Shortened descriptions such as “HDB award” can otherwise hide whether a record concerns design, engineering, construction quality or recovery from disruption.

A town’s history includes unfinished periods as well as completed places. Homes depend on a chain of organisations, workers, materials and decisions; an interruption in that chain can affect families well beyond the building site.
The recognition draws attention to the work of restoring progress. This interpretation follows from the award’s stated purpose, rather than assigning undocumented causes or responsibilities to individual people.
Keep the 2024 recognition separate from launch dates, contractual delivery dates and actual key collection. Those questions require their own dated records. The award is evidence of acknowledged recovery effort, not a complete account of every buyer’s experience.
