ESH@Punggol began operations in July 2024, according to both SPD’s milestones and SG Enable’s annual report. This Enabling Services Hub is a disability-support touchpoint, adding another community-service chapter to the history of One Punggol.
SPD operates the hub in partnership with SG Enable. Its service region includes Punggol, Hougang, Sengkang and Serangoon, so the Punggol location supports a wider north-east community rather than only residents living beside the hub.
The Enabling Guide lists ESH@Punggol at One Punggol, 1 Punggol Drive, #04-01. Its role includes connecting people with disability services and community opportunities; it should not be confused with the senior care centre elsewhere in the same building.

SPD’s 2024 milestone record identifies its appointment as operator and dates the start of ESH@Punggol to July. The organisation had already helped launch the first Enabling Services Hub at Tampines in August 2023.
SG Enable’s FY2024 annual report independently records July 2024 commencement for the new Punggol and Jurong hubs. This article uses those direct institutional records for the operational milestone, rather than assigning a separate ceremonial-opening date.
The Enabling Guide’s service directory describes information and referral support, befriending, caregiver support, and social or recreational opportunities across the hub model.
Its distinction is a community connection point. A services hub is not another name for a nursing home or school. For families reading Punggol’s history, the institution’s function matters as much as the building address: several different services can occupy one integrated hub without becoming the same organisation.

SG Enable’s annual report records ESH@Punggol’s inaugural Inclusive Community Carnival in February 2025. Music and games brought people together, while an on-site recruitment drive added employment opportunities to the occasion.
The report describes the hubs’ wider work with partners, volunteers and residents to build more inclusive communities. In local-history terms, this extends the story beyond a service counter to participation in neighbourhood life.
The useful chronology is July 2024 operations followed by the documented February 2025 carnival. Programme schedules and eligibility can change; the linked service directory is the appropriate starting point for present-day enquiries rather than this historical account.
