A new road connection from Punggol Central to the KPE and TPE was introduced in November 2018 as part of the interchange’s phased expansion. Contemporary reporting identified 25 November as the opening date and described an alternative route for traffic entering and leaving Punggol.
The wider KPE/TPE interchange expansion reached its final opening milestone on 28 November 2020. LTA announced a new slip road connecting Halus Link to the TPE towards the CTE and SLE, completing the two-phase programme.
Punggol road history therefore needs both dates: the earlier Punggol Central connection and the later completion of the expanded interchange. CNA’s 2018 report and LTA’s 2020 completion announcement explain the sequence.

1. The purpose of the 2018 connection
The contemporary report described the new route as a way to relieve pressure on existing Punggol access roads and expressway approaches. It was an early opening within a larger construction programme.
For interpreting a road map, the direction label matters as much as the expressway name. A connection towards one expressway destination does not automatically establish an equivalent connection in every other direction.

2. What the two construction phases involved
LTA’s project annex describes the first phase as roads, three bridges over Sungei Serangoon and Sungei Blukar, a TPE flyover, ramps and drainage works.
The second phase included another Sungei Serangoon bridge, flyovers across both expressways and an extension from Lorong Halus to Pasir Ris Industrial Drive 1. The expansion was more than a single new stretch of road.

3. Why 2020 is a separate milestone
The 2020 notice identified the Halus Link–TPE slip road as the final opening. LTA also reported improved traffic conditions since roads had progressively opened from 2018.
A phased project can become useful before all its components are complete. When recording its history, distinguish an individual road opening from completion of the full programme. Compare the dated maps and direction arrows to see exactly which journey each stage made possible.
