Punggol Point District’s plans were presented in an HDB exhibition in August 2018. HDB’s public archive preserves the exhibition as a dated milestone in the northern waterfront’s housing development.
Contemporary reporting identified Punggol Point Cove and Punggol Point Woods as the district’s first two housing projects, with 2,112 flats announced for launch that month. The launch was a housing-supply event, not the completion of the district.
For readers searching for Punggol Point District’s beginnings, distinguish the exhibition, the BTO sales exercise and later construction. They describe different stages of the same developing neighbourhood.

CHAPTER 1 OF 3
1. Plans and applications
HDB’s archive identifies the August exhibition; CNA’s contemporary coverage records the announcement of more than 2,000 flats. Its report on 28 August also documents the wider sales exercise across Punggol and Yishun.
The figures for that national exercise should not be treated as Punggol Point’s own flat count. A sales exercise can contain several projects in more than one town.
CHAPTER 2 OF 3
2. What a launch does not establish
A launch invites applications for homes under a particular exercise. It does not show that residents have moved in or that every surrounding facility is operating.
For historical writing, keep forecast dates labelled as forecasts. A later handover or opening needs its own evidence, rather than carrying forward an early estimate as an accomplished fact.

CHAPTER 3 OF 3
3. A new chapter at an old coastal place
Our interpretation is that the exhibition marks a change in how the northern waterfront was presented: as a place for future residential neighbourhoods. This adds a planning layer to a coastline with older village, farming and recreational associations.
A useful family-history comparison places the dated exhibition beside older memories and later photographs. Each records a different view of the area, without requiring all three to show the same boundaries or conditions.
