The Higher Education Student Loan (HESL) supports eligible students in approved MOE-subsidised tertiary programmes. Punggol students should start with the eligibility checker on StudentLoanSG and their institution’s financial aid instructions.
HESL includes a base provision and means-tested support, with coverage depending on citizenship, programme and eligibility. It is a repayable loan: the official portal states that interest starts after graduation or leaving the institution, although the loan is interest-free during study.
Students with an existing Tuition Fee Loan or Study Loan should ask their institution about the applicable route before applying for additional support. The introduction of HESL does not mean every existing borrower must immediately replace their current loan.

Use the portal checker with the correct institution type, study mode, course level and citizenship or residency status. Confirm that the programme is approved for the requested support.
Compare the available coverage with the institution’s actual fee bill. An upper coverage limit is not confirmation that your application has been approved for that amount.

Prepare the application and guarantor
The official StudentLoanSG process includes a student application followed by the proposed guarantor reviewing the details and confirming their part. Both stages need attention.
Before applying, ask the institution which documents and guarantor requirements apply. Ensure the proposed guarantor understands the agreement rather than treating the acknowledgement as a routine favour.

Complete means testing where required
For income-based components, StudentLoanSG directs students to their institutions to complete means testing before applying for those components. Ask the financial aid office what evidence is needed.
Gather the requested records early and keep the fee deadline separate from the application timeline. Ask the institution about interim payment arrangements if a decision will not be ready in time.

Check the route for existing borrowers
SIT’s current HESL guidance explains that existing TFL or Study Loan borrowers continue their current provisions unless seeking new or additional support, and should approach its financial aid division about eligibility.
Other institutions have their own instructions. Do not cancel an existing arrangement before understanding what the new request covers and how the remaining obligations will be managed.

Read and complete the offer stage
StudentLoanSG states that approved applicants must e-sign the offer and agreement within five calendar days. Monitor the application and follow the actual offer instructions.
Before accepting, read the repayment and interest terms and compare the loan with available bursaries or other support. Keep the agreement and contact route accessible so later account questions can be resolved using the terms you accepted.
